Draft Local Plan-Part 2 Site Allocations

Representation ID: 19819

Received: 02/02/2020

Respondent: Mr Harry Mach

Representation Summary:

It is hard to see how development here could incorporate bus and cycle travel as the main form of travel for residents. This would make the development car dependent, which is not consistent with the Climate Emergency declarations of the City Council.

Draft Local Plan-Part 2 Site Allocations

Representation Summary:

We are referring to
GNLP 2043 and GNLP 0581.

First comment
May consideration be given to not allowing direct access to New Road for vehicles from any development. New Road is not designed for the present use yet alone new use. It was originally a farm road. As you will be aware already, Bawburgh village is already a rat run, with excessive speed common place, no pavements nor street lights. The present traffic is presently damaging and destroying the road side verges, green edges and general area.

Second Comment
May consideration be given to flooding. The local river regularly floods onto the unmaintained flood plain. We appreciate that the sites are above the flood line, but our concern is the water that now will need to be diverted from the site rather than soaking into the fields.

Representation Summary:

GNLP2043 – Land north of New Road and east of A47
This site is adjacent to land off Bawburgh Lane and New Road in Costessey (Ref. GNLP0581) and is identified as additional land for the strategic extension in this location; to provide an additional +200 dwellings. The delivery of this site is reliant on the larger site for access arrangements and could not come forward separately. The constraints to development are similar to those that exist for the larger Page 8 of 10 site. The site is also not available as a contingency to meet non-delivery of housing at commitments and allocations.

It is very likely that the constraints at the site will confirm that most, if not all, of it is not suitable for the proposed development. Therefore, it is requested that this site is deleted as a reasonable alternative housing allocation.
