Blofield Heath and Hemblington should be dealt with separately to Blofield as there is no connectivity to Blofield.
Woodbastwick Road is dangerous and needs traffic calming measures. The school building is of poor maintenance and whilst there are places, the building is not suitable for the current numbers of children. The village is not connected apart from by car and does not allow for a car free life style. There is no doctors surgery. There is limited provision for children and no play spaces or enhancements are being planned as part of these developments.

1) The school building is not fit for the number of students it currently holds. Part of the building is of temporary construction with no direct link to the main building. The building is very old and requires significant updating should it be part of the basis for additional housing. Mill Road can't currently cope with the traffic for the school.
2) The pavements are not wide enough and it is very dark so walking at night is dangerous. Children can't walk or ride to school safely so the only real option is to drive.
3) Woodbastwick Road is very busy with few people respecting the speed limit. The road is very dark and in poor condition, it floods regularly. The bus stop causes dangerous situations as it is when it parks at school time on the corner of mill road.
4) The village is not connected to other villages apart from by car; provision for walking and cycling paths needs to be made as part of any planning decision. There is only a small shop in the village, all other services are in Blofield/ Brundall.
5) The bus service is infrequent.
6) There is limited infrastructure for children in the village. The park needs to be improved significantly.
7) There is no play space planned for the GNLP1048 development.
8) GNLP1048 the local plan needs to define the maximum houses allowed on this site and not allow comments such as "More homes may be accommodated, subject to an acceptable design and layout, as well as infrastructure constraints" as this allows for development creep.
9) Permissive footpaths should be considered from this development to Hemblington from the back of the development across the fields to allow for safer access to Hemblington.

Hugh Crane Ltd fully supports the identification of ‘Land to the East of Woodbastwick Road, Blofield Heath’ for residential allocation within the emerging Greater Norwich Local Plan.

Strong support is given draft Policy GNLP 1048 which accepts the principle of residential development for 15-20 dwellings in this location but it is considered that the allocation should plan for additional housing at the site.

In response to be amber scoring for access, this submission is supported by a ‘Highways Feasibility Assessment’ prepared by Create Consulting Engineers. This demonstrates that safe vehicular access can be delivered at the site with new footway linkages between the site and the existing footway on the eastern side Woodbastwick Road.

The ‘Highways Feasibility Assessment’ also endorses the HELAA findings relating to the green score for ‘Transport and Roads’ category. The site is well related to existing bus stop along Woodbastwick Road. In addition it is demonstrated that the levels of additional traffic arising from a development of up to a possible quantum of 60 dwellings would generate a maximum of 41 two-way vehicle trips during the evening peak hours of activity and not give rise to any significant impact on the local highway network.

In respect of the ‘significant landscape’ category the site has scored amber meaning that the impact could be overcome. By virtue of development at the site, it is acknowledged that there will be an impact upon the landscape. The Blofield Parish Neighbourhood Plan (2016) identifies ‘Important Views and Vistas’ at Policy ENV8 and Figure 16. The site is not situated within any of the identified important views and vistas. A planning application at the site would need to adequately mitigate the landscape impact. A supporting Landscape Impact Appraisal can be submitted to the Council for consideration.

Strong support is given to the identification of this site for allocation and the bullet point policy criteria.

However, objection is raised to the arbitrary identification of a 15-20 dwelling capacity for the site based on unpublished school capacity data for the village cluster as detailed in response to Questions 45 and 46 above.

It is acknowledged that the site will be required to deliver affordable housing as part of the development, however as highlighted in the response to Question 27 above, the request for 33% affordable housing needs to be justified by up to date and robust evidence.

Finally, the extent of the site allocation boundary as proposed by the Council is required to be amended to reflect the extent of land available in light of recent employment development along Woodbastwick Road.

Further to comments already submitted by Blofield Parish Council it would also like to state the following: -

• the one site for Blofield Heath - GNLP1048 between the Council Houses and Renenergy, part of that site has now been taken up with the extension of Renenergy and we would question if there is sufficient space to deliver the minimum number of dwellings required to make it an allocated site. Looking at the plan and comparing to the works in progress, it would seem that around 25 - 33% of the site has been lost.

Further to comments already submitted by Blofield Parish Council it would also like to state the following: -

• It fully supports the decision made on the sites that are deemed unreasonable.
• the one site for Blofield Heath - GNLP1048 between the Council Houses and Renenergy, part of that site has now been taken up with the extension of Renenergy and we would question if there is sufficient space to deliver the minimum number of dwellings required to make it an allocated site. Looking at the plan and comparing to the works in progress, it would seem that around 25 - 33% of the site has been lost.
• GNLP and Blofield Heath - as the Bennetts site on Blofield Corner Road was recorded in the planning committee minutes of 27/11/19 that it should not have been passed as the drainage strategy was into a blind ditch it would be useful to link that evidence to this response. Bennetts have not done much on site because of this drainage strategy. Similarly as the Jenkins site beside Heathlands on Woodbastwick Road also proposes to link up to this drainage path, a local resident has raised the issue of whether that also renders this site unworkable because of drainage. The drainage strategy passed for Dawsons Lane is non-compliant and site specific for 12 properties and a small section of adoptable road, rest to be porous brick within the development itself. However this is now back with a new planning application to increase flow rate from 1.5l/sec to 18.8l/sec ie much changed drainage rate. For the GNLP it may be worth noting the site will not hold the 43 for either drainage or access reasons, as the road type 6 will only cover a max of 25 + possible 1 and the 12 plus 4 Dawsons Lane dwellings and the access of number 80 now onto this road and not Blofield Corner, there is not the capacity to go for more than a further 9 on the rest of the field, unless another access is made, and the drainage strategy would then need to be pumped uphill if it is to keep to the currently dug system
