Supported only if it meets 5 conditions that ensure environmental impact is minimised (sufficiently mitigated within the development), value of the existing developments are enhanced or minimally impacted and there is sufficent safe footpath and cycle path access for this development to the school and Bally park as well as road safety and traffic speed reduction measures are included with the access to the Aylsham road
Overall I think this is the least disruptive site for Buxton, it is necessary to ensure that social housing allocation is adhered to, ensuring that local people can have access to affordable housing and young people from the village have an opportunity to settle if they would like to do so. The following conditions would need to be considered for any development, 1) extention of the speed limit, 2) footpath access (good enough for pram and bikes) and improvement to connect the development via to the bure valley car park, to the school so that traffic and parking impact of extra families attending the school is minimised, 3) trees and hedgerows that would be need to be removed are replaced to ensure there is a buffer between the new and old developments and the agricultural land, 4) allotments are included as a design feature to ensure there is sufficient green infrastructure buffer between the old development and new development. 5) vehicular access only by Aylsham road, but cycle and footpaths to link to the school and bure valley path as well as foot path access to Bally park (crossing feature to ensure community have safe access to Bally park)

There is not enough capacity in current permit at Aylsham WRC to accommodate this development and there are no plans for capacity upgrades in terms of flow in PR19. There are only plans to increase storage at intermittent CSOs. Development at this site will require phasing in line with upgrades to WRC and we will expect to see evidence of liaison with Anglian Water Services regarding this.
