Without the cemetery extension this site would not even be considered, it is outside the village boundaries and there are other more suitable brownfield sites. This is not in keeping with the rationale given for excluding other sites. If allocated, will be used as leverage for seeking planning for the whole field.
This borders a historical site, that being the world war airfield site.
The village does not have the infrastructure to support additional development of this size - unlikely to be only 30 units at a density of 30 units per Ha, 45 to 50 units could be accommodated.

I object to this site being the preferred site for Marsham for the following reasons:
1. Building on this site will increase the footprint of the village as opposed to the site at Fengate Farm. If the building of houses starts with this part of the field, it will continue to be built on until the whole site is covered with houses.
2. The site is a greenfield site rather than a brownfield site as the Fengate Farm site is.
3. As vehicular access would be via Le Neve Road and partly Wathen Way, all vehicles will be forced down residential roads with cars parked on both sides of the road and would increase the danger to the local residents.
4. This build should not be considered with using the graveyard extension as a sweetener, the graveyard extension should be considered in it's own right.
5. The site is a recognized historic World War I landing strip which would be lost forever should the site be built on.
6. No amount of landscaping would get away from the visual damage to the village setting on the south side of the village.

This is a greenfield site. It is noted that the assessment of this site in the Housing and Economic Land Availability Assessment concluded that it was unsuitable – HELAA Addendum October 2018 pg. 113 to 114. Therefore, it is not clear why a site that has been assessed as unsuitable is identified as a preferred housing allocation in emerging GNLP. The assessment of the site identifies some potential constraints to development that will need to be assessed, including the impact on heritage assets and landscape. It is likely that the site makes some contribution to the setting of Church of All Saints (Grade I Listed), and this matter should be assessed before a decision is made to allocate it for housing in draft GNLP. The site will contribute towards the landscape setting of the village, and this matter should be assessed in more detail and mitigation measures identified as appropriate. It is noted that Marsham Parish Council did not support housing at this site, on the basis that it was a greenfield site and previously developed sites were available in the village.

It is noted that the assessment of the site in the Sustainability Appraisal identified development at this site as having a ‘minor negative’ impact on landscape and a ‘major negative’ impact on heritage. As set out above, the impact of development on the setting of Church of All Saints should have been assessed before it was decided to identify the site as a preferred allocation. There are other potential development sites in the village which do not affect heritage assets e.g. land at Fengate Farm (Ref. GNLP3035).

This development would be outside the boundary of the village, but once built it is likely it would be easily added to which would completely alter the character of the village.
Building in this corner of the field would spoil the setting of the Grade 1 church and the WW1 airfield would be lost forever.
Access to the A140 is difficult now and with more housing this would get much worse.
Le Neve Road and Wathen Way are narrow residential roads with parking on both sides and increased volume of traffic would be dangerous for pedestrians using these roads.

As District Councillor for Aylsham, I would like to make the following comments.

Marsham Parish Council are concerned and I concur, that there is no need to build outside of the originally designated area, especially now that the fire has occurred on the old chicken farm plot. Building on that site should be considered first.
Green space will become increasingly important and should be provided within any development.

There do not appear to be icons of pens to click onto to make a comment today, although today is advertised as the last day for comment on the GNLP business cards circulated.
As District Councillor for Aylsham, I would like to make the following comments.
1. Aylsham Town Council concluded, and I concur, that the site at Burgh Road is not the preferred site for the town. Instead, the site at Norwich Road is expected to be developed first. A bus terminus on site would reduce the need for buses to enter the town centre. Electric hook ups for Electric cars should be provided in a car park on the Norwich Road site. A school is required and should be planned in too. A sixth form at Aylsham High school is required with the increased population and the distance to colleges.
Burgh & Tuttington Parish Council, are concerned and I concur that the extra capacity required for sewerage works with more development. We would like an undertaking that the river Bure will not be polluted.

There is not enough capacity in current permit at Aylsham WRC to accommodate this development and there are no plans for capacity upgrades in terms of flow in PR19. There are only plans to increase storage at intermittent CSOs. Development at this site will require phasing in line with upgrades to WRC and we will expect to see evidence of liaison with Anglian Water Services regarding this.

Whilst there are no designated heritage assets within the site boundary, there are a number of listed buildings to the east of the site including the grade I listed Church of All Saints and the grade II listed Old Rectory, Colenso Cottage and Marsham War Memorial.
We note that the policy and supporting text refer to the church and a possible linear parkland is mentioned in the supporting text. However, no mention is made of other heritage assets.
This is a sensitive site in terms of the potential impact upon these multiple heritage assets, some of which are highly graded. We therefore have some concerns about the allocation of this site.
We suggest that a more detailed Heritage Impact Assessment be undertaken to assess the impact of the proposed development upon the significance of these heritage assets, to establish the suitability or otherwise of the site and to establish appropriate mitigation and enhancement should the site be found suitable. If the site is found suitable, the findings of the HIA should then inform the policy wording.
It might also be helpful to illustrate proposed mitigation in the form of a concept diagram for the site e.g. showing where open space and landscaping would be located.

On behalf of Mr Graham Payne and family, we strongly support the preferred allocation of GNLP2143, land south of Le Neve Road, Marsham. The site is entirely deliverable, and capable of making a valuable contribution towards satisfying the Councils’ housing needs during the period to 2038.
GNLP2143 has been identified as a preferred allocation for 25-35 dwellings, of which 33% will be affordable. It is recognised in the draft policy that more homes may be accommodated on the site, subject to an acceptable design and layout, as well as infrastructure constraints. The preferred allocation recognises that development is expected to provide access (vehicular and pedestrian) from Le Neve Road, an extension (0.27ha) to the existing cemetery, a design and layout which minimises adverse effects on nearby heritage assets, namely the church to the east, and to safeguard the existing Public Right of Way (PRoW) to the south-east boundary.
In accordance with the National Planning Policy Framework’s (NPPF) definition of ‘deliverable’, the site represents a suitable location for development now, is available immediately, is achievable with a realistic prospect of housing being delivered on the site, and is viable. This is considered in further detail below.
