Respondent: Mr Paul Budworth

Representation Summary:

I object to any proposed development as there is not the infrastructure within Taverham to support it.

Hazard analysis will show that proposed developments will result in accidents

Full text:

I Object to any proposed development for the following reasons
The additional proposed housing totalling 1799 new dwellings will bring an increase of approximately 4137 people based on the average household statistics for Norfolk.
According to the statistics this is a population increase in Taverham of approximately 40%. This means that the schools and all other community facilities will be overloaded and not capable of handling the proposed increase of population.
This also brings the additional load of approximately 4000 extra cars and vans to the village and we do not have the road infrastructure to handle the proposed increase. Taverham is a rural village where long traffic delays already exist at peak times as well as the potential risk of accidents due to increased traffic loads especially on Beech Avenue.
A simple hazard analysis, which must have been carried out to ensure compliance with HSE requirements, would show that this is an increased risk of accidents to children whose school is on Beech Avenue should be addressed before granting any permissions. Not to mention increased risks due to increased parking hazards.
Any new housing development must include the facility to house the minimum of 3 cars on the drive to avoid local congestion. The garage should not be included as a parking space
Published statistics show that over 50% do not park their car on their drives and approximately 20% actually use the garage for parking their cars. Therefore parking space on the proposed development must be included in the plans. A restriction shoud be included in the propoerty deeds on the type of vehicle to be parked as many houses in Taverham have business restrictions imposed in their deeds.
Basically Taverham does not have the facilities, roads or infrastructure to cope with this massive influx of people and associated requirements.
For instance with the current population of Taverham it takes approximately 40 minutes holding on to the phone to try and get to see a doctor but they a so overloaded it is not always possible to see a doctor. A population increase will make the wait worse to nearly an hour and the possibility of seeing a doctor more impossible than it currently is.
The mobile phone coverage and broadband in the area is one of the worse in the country, The addition of an additional 40% loading will make things worse.
Teverham council tax band is comprised of many houses in the D&E bracket and this bracket must then apply to all an d any new developments in the Taverham area.
The proposed development does not take into consideration the people of Taverham rather looking for a quick profit without any consideration for anyone else. There is existing land nearer to Norwich which would suit the submissions if the applications were for housing purposes and not just profit.

This site was rejected a few year ago on the ground that it is in a designated area of natural beauty, has limited road and other infrastructure (schools, NHS) and would significantly degrade the local area. Nothing has changed or been improved in this area, so surely the original objections still hold.
The joining roads a have weight limits on them which are often ignored by the lorries that deliver to the area and are likely to be ignored during the development causing damage to bridge and causing obstruction on the road due to narrow width of the roads.

additional strains on our local services such as doctors surgery and local schools. We are also concerned with recent flooding in the area which cut Taverham off from Costessey in recent months and proposed development of certain areas in Taverham appear to be on flood plains, surely this would negatively impact this issue further? We feel the additional housing would also put strain on our roads making them even more congested at school & commuter times, causing further concern for the safety of pedestrians and children in the local area.

As a young family we are concerned that the extra housing being proposed would negatively impact our community. The junction of the proposed site is already a danger, this road/area can't deal with more, it's already used as a rat run through to the bypass, please think again.

Representation Summary:

The proposal is seeking to develop 144 houses on a natural flood plane, I agree with the need to find suitable land for development, but this is not it. The proposed site regularly floods and has done many times in the last 5 years. In addition 144 homes in this area will put excessive strain on existing infrastructure, schools and facilities.

Full text:

Since moving to The Street in Taverham 5 years ago this proposed site has flooded on multiple occasions, most recently this January. Aside from the potential for this land to flood, I am most cconcerned as to the additional demands that many local services will face. The local doctors surgery for example is seemingly overstretched, and it can take 4+ days to get an appointment. The local junior school is already a 3 form entry and is being run out of delapidated portakabins. This is without mentioning the increased traffic that will be using narrow roads such as Taverham Lane and also Sandy Lane, both of which are congested by traffic flow though Costesy (the main route to both the A47 and Longwater Retail Park. This is one of a number of sites which may add upto an additional 394 homes on an already overburdened infrastructure. The potential of 800 additional cars, between 200-800 children requiring nursery and school places, 1600 additional dentist and medical practice users needs more consideration. I oppose this proposal as I foresee that it will have a catastrophic impact upon the local population and developing land on what appears to be a natural flood plane will it will pose a significant problem for manyyears

Impact on infrastructure, schools, health services, traffic, shopping and parking.

Full text:

Nowhere in your proposals raises the concerns over people and physical infrastructure. Where are the plans for expanded schools and school places, the impact on health services to be supplied by the local GP Surgery (The Taverham Parnership), shops, traffic and parking, all of which are currently under great pressure? I have lived in The Street, Taverham since 2008. Since that time there has been a steady increase in traffic volumes, especially during the rush hour and school runs. This has further increased since the NDR was opened and The Street has become a rat run for the A47. This development will increase pressure on both services and traffic flow. There is also a problem of speeding along Ringland Road and The Street, all a 20mph zone, and the lack of a pathway along this section is a danger to residents and other walkers. My local MP, Keith Simpson, is not interested in this problem and the police refuse to check traffic speed as it presents a danger to their officers. The building of such a large number of houses without due consideration to other associated factors need careful consideration throughout the planning process. There is little evidence of such consideration in the plans you provide.

We concur with other residents statements; increased housing in the Taverham area, either as a single development or inconjuction with other proposed sites, would impact significantly on the current infrastructure and level of services. The findings highlight that there has been major development of Taverham and the neighbouring parishes. Also, the lack of a major road link between the NDR and A47 will only increase the traffic congestion on our narrow country lanes, currently experience on a daily basis; not to mention increased noise and air pollution and hazards to other road users and pedestrians.

I cannot see how the village can sustain further development when our schools and doctors surgery are completely oversubscribed. The infrastructures surrounding this area also do not allow for the increased traffic around an already busy area regarding vehicles and the management of the safety of our school children traversing the roads on their journey to and from school.

This area is also susceptible to flooding around the school area and more housing could only add to the possibility of further flooding.

The Wensum Valley is a recognised area of outstanding natural beauty which is greatly appreciated by the residents of Taverham. It provides a 'green lung' to the south of a village which has already seen much development.

The site is beyond the existing settlement limit which has been carefully set to preserve the open aspect of the river valley. The proximity to the river makes the site totally unsuitable due to flooding after periods of heavy rain.

The local road infrastructure, medical facilities and schooling, already under pressure, would not cope with the extra people and cars generated.

The site lies within an area of outstanding natural beauty, the Wensum Valley, which is an SSSI. The SSSI would be compromised from the increased pressures of this development which is on the river terrace. The Wensum Valley SSSI,home to a wide variety of wildlife, would be vastly impacted by this development.

Existing local infrastructure struggles to cope with the existing demands placed upon it at the moment, without the additional pressures from this site.

The surrounding roads exit the village at one of three exit points - all of which have huge pressures at peak times anyway.

Lindsay Ellis, resident. I strongly object for 2 reasons.
1) Taverham Surgery was built to serve Taverham. Thorpe Marriot was built without a Doctors' Surgery and as a consequence Taverham Surgery has to serve large areas of Thorpe Marriot. As a consequence it is virtually impossible to get an appointment for myself and my family. Thorpe Marriot was built without provision of adequate facilities and this has had a strong detrimental effect on Taverham. Where will the residents of the new dwellings go to the Doctor?
2) I live in the established estate off Beech Avenue and as a full time worker needing access to the Fakenham Road every day. It is clear that my estate was built without due consideration of the need for adequate road infrustrucute for the residents. The increase in traffic coming along Beech Avenue with the opening of the NDR has compounded the problem ; at peek times when we need to get to work my neighbours and I are trapped on our estate. Further dwellings will make getting to work extremely difficult.

[Joint objection by Michael and Lynn Hunt]

Objection registered to this site and GNLP0270, GNLP0159 and GNLP0457. Main concerns relate to overdevelopment of Drayton and Taverham and impacts on traffic, education, healthcare, quality of life and air pollution.

Concerns expressed at the inadequacy of Taverham Road and its use as a rat run to Sainsburys and Longwater Retail Park. Drayton High Road also considered substandard for the expected traffic flow and junctions within Drayton village are hazardous. Particular care is required when considering the appropriateness of proposals because of the environmental impact on Drayton and Taverham.

Full text:

We would like to register our objections and concerns on the following Call for Sites: GNLP0270, GNLP0062, GNLP0159, GNLP0457. Our main concerns are with the massive overdevelopment of Drayton and Taverham which reflects on traffic flow, education, healthcare and quality of life in addition to heightened pollution worries.

We would like to point out Taverham Road in Drayton is being used as a ratrun to reach the Longwater Lane retail park where Sainsburys is located. This is an extremely narrow road with extremely narrow pavements and it is very difficult to navigate both as a pedestrian and as a motorist. Furthermore Drayton High Road is inadequate for the present flow of traffic without the influx of massive new developments. Road junctions in Drayton village are extremely hazardous.

We feel that the proposal for "Call for Sites" although a legal requirement, should be considered very carefully in Drayton and Taverham because of the impact to the environment and existing residents. We trust these comments will be useful to your future deliberations.
