Respondent: Mr Geoff Timms

Representation Summary:

Limited access to site GNLP0554 from Hallowing Lane.
Potential urbanisation of Hallowing Lane required due to increased volume of traffic
Extra access points to site GNLP0554 required, potentially from extension of Farrow Close. This would require changes to the underground high voltage electricity cable and the sewerage.
What commitments from the infrastructure suppliers (Water, Electricity, Telephony) have been received by SNDC to support all of the developments across South Norfolk?
Why are some sites not suitable due to being next to heritage assets but others are? This is contradictory.
Full consideration of other sites within Great Moulton.

The property adjacent to the proposed site on Hallowing Lane is a Grade II Listed building. In the Settlement Summary of the Greater Norwich Local Plan it is stated for GNLP0557 "this site also has a more direct impact on heritage assets and is not considered suitable for development". My assumption is that the property adjacent to GNLP0557 is a listed building. I fail to understand why it is thought that it is proper for two 17th C grade II listed cottages to be surrounded by modern development on all sides but it is not appropriate for similar development to take place at site GNLP0557 due to listing. This is contradictory. Has this decision been based on monetary value and not based on historic value?
What type of properties are planned to be built on GNLP0554?. The current development on the neighbouring Farrow Close are all bungalows. It is unreasonable to dwarf historic cottages with larger modern houses.

If 17th C grade II listed cottages are regarded as insignificant enough historically to warrant concessions in the Greater Norwich Local Plan then can South Norfolk District Council be more flexible regarding planning regulations for alterations to these two properties as past experiences has shown planning regulations to be very restricted due to listing.

At present Hallowing Lane is a single track road bordered by hedges and trees. There is only one access point onto the site which is at the junction of Old Road with Hallowing Lane. If due to the potential volume of traffic that could arise from the development, another access point was required then the most likely access will be to extend Farrow Close. This however will require changes to the underground high voltage electricity cable that is buried along the boundary of Farrow Close that butts up against the proposed site, and also the sewer / mains drainage. As Hallowing Lane is a single track road will the development require urbanisation of Hallowing Lane? Will this require the removal of the hedges and trees that currently line Hallowing Lane and a pavement to be installed? Also will it be necessary to widen Hallowing Lane in order to prevent potential road accidents that could arise from increased traffic and pedestrians walking in Hallowing Lane. Surely in order to retain the current character the single track road should stay as it is.

Development of site GNLP0554 will require an increase in the supporting Water, Sewerage and Electricity infrastructure. Currently our property can suffer from low water pressure. Checks previously made with Anglian Water has shown that the maximum water pressure our property can get is 2 Bar due to the height of the current water tower near to Pulham. With all of the developments taking place across South Norfolk what commitment from the Water, Electricity and Telephone companies has SNDC received to support the developments?

Has the Greater Norwich Local PLan considered all possible sites that could be used for housing within Great Moulton? For example adjacent to site GNLP0555 there is brown field site which is the old meat processing plant. This site actually has good existing site access from the main Great Moulton to Wacton road.

Representation Summary:

The land is subject to a Promotion Agreement with ESCO Developments Ltd, who are being advised by Brown & Co, alongside Savills, on behalf of the landowners. Comments are submitted in support of the suggested allocation of the land at Hallowing Lane (Ref GNDP0554) for housing.

It is noted that the site is classified as being suitable for housing development in the Council's Housing and Economic Land Availability Assessment (HELAA) 2017. However, a number of technical issues are identified as potential constraints on development. Please refer to the attachments
