Respondent: Swainsthorpe Parish Council

Representation Summary:

Swainsthorpe Parish Council are concerned about the impact of any further development in the village, given the lack of facilities and the already strained infrastructure. Access to the A140 is difficult with large queues forming, particularly at rush hour. The parish council strongly feel that the infrastructure needs to be improved before any further development is considered.

Representation Summary:

No core services within 1,200m, no school access or employment within 2,000m and no ability to provide or fund appropriate new core services.

Development of the site would have a detrimental impact on sensitive and other landscapes which cannot be mitigated.

Development of the site would have an unacceptable impact on the functioning of the A140 trunk road and associated connecting roads and other local roads that cannot be reasonably mitigated.

Neighbouring and adjoining uses to the proposed site would be incompatible with the proposed development type with no scope for mitigation.

Representation Summary:

Access is very poor and using Church View will bring significant traffic problems emerging onto a dangerous bend. The field being suggested for this development forms part of a circular walk enjoyed by the whole community and its loss would interfere with the 'patterns of living that characterise the area' Swainsthorpe has very limited resources which cannot sustain a significant increase in population. This proposal reduces green spaces available to the community and the wider visual impact from the A140.

Respondent: Mr Robert Graver

Representation Summary:

The village infrastructure is already overloaded and in particular the proposed development's suggested access is via an unsuitable road exiting onto a dangerous bend. Swainsthorpe has few services save for a pub/restaurant on the main A140 road with no schools or local employment. The scale of the proposed development is incompatible with the local area which can only sustain smaller projects. The field forms part of a circular walk which is valued green space enjoyed by the local community. This development could herald the area turning into an urban sprawl and spoil the rural character the village currently enjoys.

Representation Summary:

This is a large proposed site with clearly inadequate access on to the narrow village main road on a corner.
There are no core services in the village to support an increase in population.
Access on to the A140 would be increasingly dangerous with an increase in the volume of traffic.

Sections of Church Road have no pavement and no scope for widening where properties abut the carriageway. If you are unlucky enough to be navigating the section just east of the village green on foot as two cars pass you will need to press yourself in to the hedge to avoid harm. More cars on this section of road will pose a real risk of danger to life.

Swainsthorpe cannot support further residential development due to the limited access to the a140 coupled with no shops or educational facilities in the village. I also have concerns that development boundaries are also bein encroached and this will lead to future over development taking away from the history of the village.

Representation Summary:

We don't feel that the village can support anymore houses, the junction with the A140 is already extremely busy, especially in rush hour and many accidents have occurred here in the past. Church Road is already a rat-run for people living in Mulbarton and these cars often speed through the village; any extra traffic could be a recipe for disaster. There is a children's play area opposite the potential access point. We'd hate to see the wildlife destroyed, there are many habitats on the edge of the field which was planted by the previous landowner to support wildlife.

Representation Summary:

The current lack of infrastructure combined with the lack of amenities and the additional congestion created by the extra vehicles using the road, does not make Swainsthorpe a suitable place for this development.

Full text:

I do not believe that the village infrastructure can cope with additional number of new dwellings.
The main road through Swainsthopre is used as a rat run by residents of the surrounding villages on a daily basis. The cars that use the roads are consistently exceeding the lawful speed limit.
The introduction of the new homes could potentially add at least another 50 cars per day pulling out on to either Church Road or the A140 increasing the likelihood of an accident.
There are no local shops or schools to accommodate the additional families and with an already poor infrastructure in place such as the WWW the additional homes will place an additional strain.
During inclement weather it is not unusual for a total power loss and the additional homes will place even further strain on the sub station.

Respondent: Mr Ben Burgess

Agent: CODE Development Planners Ltd

Representation Summary:

Ben Burgess are promoting approximately 4ha of land off Church View, Swainsthorpe (HELAA site reference GNLP0603) for residential development including public open space. Appendix 1 provides a location plan of the site for information. The site is situated north of Swainsthorpe village and forms part of a larger field currently in arable
use. It is located approximately three miles from Norwich which is accessible via Ipswich Road (A140) - situated adjacent the site's eastern boundary. The adopted Greater Norwich Joint Core Strategy(JCS) identifies Swainsthorpe as an 'Other Village' within the 'Norwich Policy Area' (NPA). As such, Swainsthorpe may be considered for additional development to help deliver the smaller sites in the
NPA allowance.

Full text:

The main focus of these representations is to demonstrate that Land off Church View (HELAA site reference: GNLP0603) is suitable and deliverable for residential development and should, therefore, be included within the emerging Greater Norwich Local Plan site-specific policies as a new allocation.

3 LAND OFF CHURCH VIEW, SWAINSTHORPE (GNLP0603)
3.1 Ben Burgess are promoting approximately 4ha of land off Church View, Swainsthorpe (HELAA site reference GNLP0603) for residential development including public open space. Appendix 1 provides a location plan of the site for information.
3.2 The site is situated north of Swainsthorpe village and forms part of a larger field currently in arable use. It is located approximately three miles from Norwich which is accessible via Ipswich Road (A140)- situated adjacent the site's eastern boundary. The adopted Greater Norwich Joint Core Strategy (JCS) identifies Swainsthorpe as an 'Other Village' within the 'Norwich Policy Area' (NPA). As such,
Swainsthorpe may be considered for additional development to help deliver the smaller sites in the NPA allowance.
3.3 The site's northern boundary is open and abuts that of land west of Ipswich Road (HELAA site reference: GNLP0604) which is detailed within a separate site representations submission.
3.4 The southern extent of the site abuts Swainsthorpe villages' northern development boundary, as defined within the South Norfolk Local Plan (2015). It comprises staggered trees, hedgerows and fencing which form the rear garden boundaries of existing residential development along Church View and Church Road. There is an existing gated access off Church View towards the south-west corner of the site providing direct access to Church Road, the main road running east to west through Swainsthorpe.
3.5 Much of the site's western boundary is similar in character to the southern boundary as it abuts the gardens of existing residential development. A small area of mature vegetation and trees, positioned within the site further north along the western boundary also backs onto the rear gardens of Station Close.
3.6 Topographical levels vary across the site by between 1-2m, with the lowest point located towards the south-east corner. The site generally sits at a lower level than the main village of Swainsthorpe and it ascends gently, from north to south, towards the village.
3.7 Further information on the site and its surroundings are included within the supporting technical documents within Appendix 3. These documents respond directly to the individual site suitability assessment included within the dLP Housing and Employment Land Availably Assessment (December 2017) which considers Land off Church View (GNLP0603) 'suitable' and 'appropriate for
the land availability assessment', subject to the caveats identified within the RAG analysis.
3.8 Due to new technical understanding acquired since the site's original submission to the previous 'Call for Sites' consultation, the technical documents submitted as part of these representations relate to a revised site area than that included in the HELAA. An amended site location plan for GNLP0603 is therefore also included along with updated site details within a new 'Site Submission' form.
3.9 The technical reports which form part of these representations relate to landscape and the availability of utility connections and local facilities.
