Representation Summary:

Evidence from the SHMA demonstrates that there is abundant housing land supply to satisfy current and predicted demographics without speculative exploitation and non-compliant development of this area of greenbelt and its associated natural habitats. Its location adjacent to the A47 will, if developed, effectively remove a buffer zone which provides local residents with a reduction in excessive noise and traffic pollution. Any development of this buffer zone will place new residents at unacceptable and otherwise avoidable risk.

Full text:

1. This proposal further contributes to the excessive 25% contribution (500+ approved planned dwellings) from Blofield to the level of smaller site development of the Norwich Policy Area (2000 dwellings across 16 smaller sites).
2. The SHMA land supply criteria determines an adequate land supply. Further speculative development in Blofield is unnecessary and unwelcome by local residents and has been reiterated by the Parish Council.
2. Is non-compliant with the NPPF, ENV1 of the Broadland Development Management DPD 2015 and Blofield Neighbourhood plan [devalues and destructs an existing wildlife habitat and open space.
3. Is non-compliant with Policy GS4 of Broadland Local Plan and Clause 4.41 of Policy HOU10 [backland development and is detrimental to amenities of adjoining residents].
5. Contravenes both objectives 1 and 2 of the Neighbourhood Local plan [neither meets local needs nor does it complement the character and heritage of this rural/semi-rural village].
6. Is non-compliant with NPPF Section 10 - Meeting the Challenge of climate change. This development proposal delivers a negative contribution.
7. Is non-compliant with Policy 1 of the JCS [failing to contribute to addressing climate change and protecting environmental assets for residents and visitors].
8. Is non-compliant with UK Planning Advice [PPG24:1994 Planning and Noise - New Housing in Existing Areas].
9. Where access is proposed to use a track known locally as the Loke, it will be non-compliant with Policy GC4 (Design)of the Broadland Development Management DPD 2015 [increased vehicular movement down a non-compliant access track without passing places or pedestrian segregation]. The Loke is a footpath with vehicular access to 4 dwellings.
10. Is non-compliant with Policy EN1 of the Broadland Development Management DPD 2015 - Biodiversity and Habitats [the site and its surrounds (farmland), having been fallow for over 20 years have become a habitat and foraging ground for a range of invertebrates, birds (inc Owls), reptiles and small mammals (inc Bats).
11.Is non-compliant with NPPF Section 11 - Conserving and Enhancing the Natural Environment [development delivers a negative contribution.

Access to this site is via a narrow Loke which is also a public footpath. It cannot accommodate the volume of traffic that a development of this size would generate. The A47 dualling already directs increasing numbers of vehicles along Yarmouth Rd to the east of the village where the Loke emerges
While the neighbouring development maintains the existing building line, this proposal bridges the buffer zone between the existing houses and the A47.
No additional facilities have been introduced to the village over recent years despite the increased number of new houses and the current infrastructure cannot cope currently.

The current Local Plan allocated 'about' 50 houses to Blofield itself and 'about' 25 to Blofield Heath giving the parish of Blofield growth of, say, 75 - 100. The actual growth under the current Local Plan will be about 500 houses - which is 500% of the planned number, casts serious doubt on the utility and effectiveness of Local Plans, and is crippling local services.
Given the extent of development experienced under the current Local Plan the Parish Council opposes all the proposed sites within the parish put forward in the GNLP New, Revised and Small Sites consultation: the parish needs time to absorb the current developments and for the infrastructure issues to be addressed by bodies such as NCC.
Issues raised include:
Capacity of access to A47 roundabout
Local healthcare and schools
Capacity of Postwick Hub
Loss of Grade 1/2 agricultural land
Ability of water supply and treatment infrastructure to serve development

After much thought and consideration Blofield Parish Council would like to make the following response to the proposals contained in the Greater Norwich Local Plan New, Revised and Small Sites consultation : -
Blofield and neighbouring parishes have already seen a large number of developments built or approved. The local infrastructure cannot cope with what is happening now and the council has specific concerns about:
* The capacity of the access to the A47 (Cucumber Lane roundabout). The existing planning consents have taken forecast flows to the limit of the capacity.
* The provision of essential local services including healthcare and schools. The existing developments have overloaded the services and there is no capacity to cope with the impact of the housing which is being built let alone the significant additional houses that have planning permission. There are no credible proposals to improve the situation.
* The capacity of the Postwick Hub if large housing developments occur in the locality: were these housing proposals factored into the traffic flow forecasts when the junction was designed? We already have tailbacks onto the A47 from the slip road that are as bad as before the improvements to the 'hub'; significant additional flows through that junction as a result of housing growth and the NDR won't improve the problem.
* Loss of Grade 1 or 2 agricultural land at a time when there is concern post-Brexit about food security.
* The ability of the water supply and treatment infrastructure to service the proposed housing developments in and near the parishes.
