This is a remote site outside of the boundary proposed by yourselves. The Heath, Church Lane, The Turn, New Road are all narrow, winding, unlit, single track roads unable to sustain even more traffic. The land here floods during heavy rainstorms. The nearest bus stop is a 2 mile walk up Church Lane onto the A140, no pavements, no lighting. Doctors surgeries are not within walking distance, nor dentists, vets, etc. All is at capacity.

The school is at capacity now a large influx of new pupils could not be sustained. This is a remote site, The Heath, Church Lane, The Turn, New Road are all unlit single track country lanes with no pavements thus access is not sustainable. The land here can and DOES flood during heavy rain, there are underground springs. The nearest bus stop is a 2 mile walk up an unlit narrow winding hildren can't safe country lane with no pavements onto the A140 where again there are no pavements. The doctors surgeries are not within walking distance being over 3 to 6 miles distant anyone attempting to do so would likely be hit by cars as the area is totally unlit. GP surgeries already at capacity as is the sewage plant. ALL the infrastructure would require massive upgrading. You have commented that this proposal is 'SUITABLE', how is that even possible it is totally unsustainable. Buxton Heath is a Site of Special Scientific Interest and would be adversely affected. We already have numerous heavy artics up and down The Heath delivering trees to the local woodyard, these country lanes are not able to sustain even more traffic. Local residents have been totally unaware of all of this consultation process until very recently, why have the Parish Council/Broadland District Council not made us all aware at the beginning of the process some two years ago

I would like to make the following comments to support my objection against this proposed site:

1. The access to the site would require significant improvements to make it even remotely viable. The "main" roads leading to the area of the proposed site are unlit single track country roads with few passing spaces and no pathways. There is already a strain on these roads with the current population in this area and increased traffic would cause major problems.

2. The proposed area for development is not geographically in the main village of Hevingham but is some 2 miles north. The only link road between this part of the village and the main sections of Hevingham is a dirty small country road which regularly floods and is often very muddy. Therefore, the proposed development would not be able to share the already limited facilities which form part of the main village.

3. There is no public transport to/from the proposed development. The nearest bus stop is over 2 miles away and there is no path or safe walking area to get to the bus stop. Anyone moving to the area would need their own vehicle/transportation and this would cause road network issues as stated in point 1.

4. The "local" school is not within reasonable walking distance and is already at capacity. There is no school within safe walking distance of the proposed development.

5. There are only basic services available in the area of this proposal with no gas supply and an over-subscribed sewage system. The area is surrounded by privately owned farm land and private housing and I would suspect that it would be difficult to implement the required service improvements to the development.

6. The area sits very close to a Site of Special Scientific Interest (Buxton Heath) and I would be very concerned by the impact of the extra population to this area. Additional housing and people would impact this area through increased pollution from the extra vehicles and the additional pollutants produced through heating systems within the houses. I would also be concerned if the new development was furnished with street lighting as this is a dark area currently with no street lighting. The current local residents and wildlife would not appreciate additional lighting.

7. The proposed development area is a good hunting ground for bats, tawny owls, buzzards and other wildlife. Owls in particular are heard in this area very regularly and I would be concerned on the impact of these animals if the area was developed.

8. No official viability assessment has been done by the proposer for this site and the application form has very little information provided. The application does not appear to have been produced professionally and shows little thought for the real impacts of the proposed development.

I totally object to this proposal for the following reasons:
1.Site located around the only to small track ways which in places are only just single tracks so an increase in traffic is not sustainable.
2. Hevingham has had an increase in developments both private and social in the last 5 years, but the infrastructure around the village hasn't moved with the increase of homes. We have an over crowded school that already is having to send local peoples children to other schools miles from here location.
3. no other facilities are available in the village we just have a few pubs but these are not in the area of development, we have no shops,and no buses go through this area which i would imagine is down to poor lanes/tracks rather than proper roads.
4. People have tried planning on this site for many years from what i have been told and apart from the village growing in smaller developments the actual roads and infrastructure have not changed at all apart from years ago there was places in the school where as now there is none. so it was turned down then so not sure why this would change?

I must object to this proposal for a number of reasons. The proposed site is surrounded by agricultural land/businesses. There are numerous farms, saw mills and arable land, in fact the site is flanked by a boarding kennels. The road through this area is a single track road with passing places, it is unlit with no pavement. The local school is not within safe walking distance, and again accessed on a single track unlit road, with no pavement, and often flooded from the pig farm that operates on both sides of the road. The bus stop is a two mile journey, so residents would have to have their own transport, putting extra pressure on already inadequate roads.
The area has electricity via overhead cables, no mains gas supply and over subscribed sewage system, so further development would put extreme pressure on these services.
There are also bats, owls, buzzards and other wildlife, that frequently hunt this area. I believe the proposed development would have a significant impact on their numbers, should development of their habitat take place.
The final point I would like to raise, is the fact that the application itself seems to have been done without any prior knowledge of the residents which it will impact directly. There has been no consultation with anyone that lives on The Heath next to the proposed site, and the application has directly implied that it meets suitability when it does not, i.e local amenities, transport links, the ability to obtain gas when there is clearly none available, as well as the suitability of the roads. Being that the applicant is a local man, we would suggest he would have access to all of this information prior to submitting his application.

The proposal is a backfill of existing properties. Proposed access from a single lane cul de sac, or single lane connecting road. The documentation supplied by the proposer is inaccurate for several reasons - there is no gas to this part of the village, the nearest bus stop is 2 miles away, the link to the local school and main village is a single track road (often so muddy car owners use it with reluctance) of at least one mile. The local school is at capacity. The hamlet of The Heath has no amenities and residents rely on cars, almost all have 2 or more per household. The local roads can handle no more. A proposal such as this is completely out of character with the area and would not be of any benefit to the local people.

1 -Situated in an isolated remote hamlet of Hevingham village. very isolating for young families.

My ojections to this site are the lack of infrastructure to support the development, the confusing and contradictory nature of the application and the impact I believe it will have on my land and business intentions.
The Heath and the Turn roads are single track and already carry heavy traffic to farms and timber businesses. There are no pavements, verges or lighting. In some places it is difficult for an adult pedestrian to walk and with additional car traffic it would be very dangerous either for a child or an adult with limited mobility or with a pushchair or pram. All the local facilities listed in the application form are well over a mile from the site and because of the inadequacy of the roads for pedestrians, car travel would be essential. The HELAA states that the school is within walking distance, which it is, at just over a mile, but in addition to the points described above, a significant stretch of the road to the school is like a farmyard and in wet weather is running with pig muck.
My understanding is that the site could support over 30 houses - perhaps an additional 30 - 50 cars. The junction from Church Lane onto the A140 is single track and due to the increased traffic volume on the Cromer road, cars can wait for some time on Church Lane to join the main road. More than 3 or 4 cars waiting will prevent any cars from the A140 turning in. There would then potentially be a tailback onto the A140 which would be extremely dangerous. Without a full upgrade of the Heath road, including junction control onto the A 140 the proposed development would give rise to significant dangers both to car users and to pedestrians. If an access onto the Turn is proposed this would only be increased.
The application form states that there are no implications for or from neighbouring premises. It overlooks the presence of the adjacent Boarding Kennels and an Agricultural Machinery Business. While these businesses currently fit well into the rural surroundings of the hamlet, placing that many families so close to them can only give rise to complaint and harm to existing business concerns.
The application states that there are no concerns with the site which would give rise to additional costs for developers. The site has a downhill fall sloping away from the road. Depending on where a sewer connection is made there may well be significant costs in either pumping or deep excavation. There is also the issue of surface water. The HELAA stated that there would be no flood risk. My land, on which we are developing a horticultural business, floods at least annually and we have put time and money into containing this. If the land which lies above us is concreted or paved, even with sustainable drainage techniques, the run-off onto our land would be increased. If it were to be possible to contain all surface water within the site it is likely that there would be significant and ongoing costs to a developer.

We along with other local residents have seen over the years and been the beneficiaries of, several individual infill type properties on The Heath, which fit the character of the area. These have had very little impact on the quality of life on The Heath and therefore we would not have any objections to a small development ie; a pair of semi-detached properties, being built on the smaller site adjacent to The Heath road as an infill to compliment the neighbouring properties (GNLPSL0010).

However, the proposal for in excess of 15 properties (GNLP2002) which will include the above smaller site, would be out of character with The Heath. It will increase the stress on the local infrastructure, it can only be accessed by single track roads and all facilities ie; buses, shops, doctors, public houses are over 2 miles away, which can only lead to far more traffic on an already busy country lane so not suitable for development.

The site is in a small hamlet far from the main village
The road is single track with small dangerous junctions to main road and all houses would need cars to get to all shops, doctors, schools even the village hall.
The local Doctors, Dentists and schools are already over full.
The electric, sewer and telephone infrastructure is at capacity and the access to the internet is very poor and would need a major investment.
Flooding along the heath, church lane and new road is also a problem.
There are no foot paths in the area so to walk or cycle on these lanes is already dangerous.
The site is extremely near the SSSI of the heath and must have a large inpact on the SSSI and the local environment.
The bus stop on the main road is a good 2 miles away.
There is also a total lack of safe areas for children with no play park the village hall is a ten minute drive away.
A development of this size would need a massive investment in infrastructure and amenities and would also nearly double the hamlet of the heath.

My main concern with this proposal is the vehicular access which is currently restricted by the width of the road and the number of passing places. Development of houses/bungalows on a site of this nature if undertaken by a professional developer would be likely to number 20 plus. Most home owners these days have 2 cars so this would result in AT LEAST an additional 40 vehicles using what is already a difficult road. In addition to the issue raised above there would also be a safety issue for cars exiting and returning via the main A140 Cromer road and also the main road to Holt at the other end of The Heath already both difficult and dangerous to navigate
There is no gas in the village so home owners would be likely to choose oil as there main source of energy which would adversely impact the environment Street lighting would be required impacting on the wild life and causing light pollution for local residents. There is no bus service close to the village the nearest stop being 2 miles away

This is a rural, very agriculture area within an open countryside (not a brown-field site) location.

With limited services and access to local amenities few as they are and it be extremely difficult to live in this area without at least one vehicle per property i.e. two or more where would they be parked.

Services for any house build are likely to require significant improvement for Water, Electric and Telecom services to what is currently available in the area.

The locations suggested are all single track carriage ways with limited and unofficial passing places i.e. worn down verges.
The lanes are often flooded following a rainfall, served only by drainage ditches that are rarely maintained and not gritted during the winter months.

The proposals make no reference to any potential low lying water or flood risk to the sites nor, possible impact to the SSSI area at Buxton Heath {have Norfolk Wildlife Trust been made aware}.

Have the proposals taken any account of the immediate and potential on-going impacts to local businesses.

This application is inaccurate and misleading, allowing the reader to assume the village is compact with user friendly facilities to all. This is not the case. There are no amenities and facilities within walking distance.
Whilst our postal address share's the same name, Hevingham, geographically we are quite separate and the hamlet of Buxton Heath Hevingham is some two miles from the main village. The two areas are separated by agricultural land.
The infrastructure would not support further development. All roads to the area are single file with no proper passing places. There is a risk to walkers on these roads particularly in the winter. New Road is the connecting road to the school, bus stop and main village. Most of the year it is unsuitable to walk and only made worse in the winter months. Even car owners avoid this direct route to the village.
The school is at capacity, clearly building more homes is not going to help that situation.
The Heath Road which was incorrectly referred to in the application as, The Main Road is where access to the site would be. This road is single file traffic and is already in constant need of repair due to the damage done by large heavy articulated lorries coming to the wood yard situated on the heath on a daily basis.
The sewerage system would not cope, plus surface water from such a site would represent a particular problem for the immediate area.
Because no facility mentioned in the application is in walking distance, car ownership in the area is essential. Also there is no gas, therefore home heating is either oil fired, solid fuel or electric. All of this will have an immediate further detrimental effect on the environment in the area.
The wildlife in the area will suffer greatly. Buxton Heath is a site of Special Scientific Interest but nearer the actual proposed site is another habitat that would be seriously affected. The Dark Plantation is a mere 140mts directly south of the site. There is approximately 30 to 40 acres of historic woodland. This woodland is not easily accessed if at all, and wildlife and plant life thrives on the lack of human activity. The proposed development would cause major irreversible pollution and disruption to this wildlife haven.
The proposed site backs directly on to my property it is not unusual to see bats, kestrels and barn owls flying at dusk on the field in question. The field and hedgerows also provides habitat for small rodents and other wildlife.
This is not a sustainable location for a development of this scale and is completely out of character with the area. This area is designated as countryside.

I do not agree with the land GNLPS2002 and GNLPSL0010 being put forward for the local plan as it is an unsustainable location. This is a rural area and not within the development boundary. Any building would put an intolerable strain on the infrastructure and character of our part of the village known as The Heath.

1. A development of this scale 15 plus houses (maybe 40) would require footpaths and street lighting and a junction/access of a particular scale to accommodate the level of traffic that would be generated by such a development. Street lighting would result in significant harm to the habitats of protected species and the dark landscapes and nature conservation.
2. The school is approximately 1.5 miles from the site along a single track rural lane. This is the shortest route by road, which requires you to pass a pig farm where the road is covered in mud, water and potholes etc. therefore the school is not in walking distance.
3. Young families, parent's with pushchairs, buggies etc. are not going to walk to school from this site.
4. The school is full to capacity.
5. The site is approximately 2 miles to the A140 Cromer Road and 1 mile from the B1149 Holt Road. There is no transport on the Holt Road.
6. There are no facilities or services in this part of the village. Any further growth in Hevingham should be closely related to the existing village centre where the school and other amenities are easily accessible on foot without being reliant on a car. Public transport can be accessed on foot on the A140.
7. The Heath and The Turn already experience high levels of traffic from large agricultural machinery, equipment and vehicles. There are numerous large articulated lorries going to the wood yard every day and general traffic in relation to the number of existing and well established businesses in addition to residential traffic. These are poor roads and any development would exacerbate traffic levels which is unacceptable. Access to the site from both the A140 Cromer Road and the B1149 Holt Road is a long narrow single track lane where it is not possible for two vehicles to pass. The Turn is a smaller one track road ending in a cul- de- sac.
8. Visibility is extremely poor on exiting The Heath onto the Holt Road in both directions. There have been a number of accidents and numerous near misses at this junction. People tend to overtake at this junction as it is where the road straightens for a short distance.
9. Norfolk County Council Highways Authority will require a certain width of road into the site as there will be poor visibility as number 11 the Heath is located to the West of the site and an agricultural machinery business is located to the East. To the East the land has a hedgerow on a bank adjacent to the road and dwellings directly to the west, the visibility will be poor.
10. Dark Plantation is located approximately 140m to the South of the site. Under the Development Management DPD Policy 2015 on Broadland District Councils website, Dark Plantation is designated as a "locally defined area of Biodiversity/Geodiversity importance". Nowhere has this been referred to. Any proposed development on the site would have a significant detrimental impact on Biodiversity importance of Dark Plantation and the habitats that exist for protected species such as bats and barn owls etc. Given that the site boundaries consist of mature trees and hedging, in such close proximity to Dark Plantation redevelopment of this site would have serious impact on the connectivity between these areas and the habitats and feeding/foraging areas for the protected species.
11. The site is also approximately 600 metres from Buxton Heath which is a SSSI (Site of Special Scientific Interest) and SAC (Special Area of Conservation). These are National and European designations and their protection is paramount. The existing groups of trees and boundary trees and hedgerows between the Dark Plantation and Buxton Heath being in close proximity to each other provides "stepping stones" that connect the ecological networks and wildlife corridors between these sites. The development of the site in such a sensitive, ecological landscape would result in the fragmentation of habitats.
12. The entire Western boundary of the site is adjacent to the boundary of Bomaris Kennels which is well established and successful local business. Currently it has no neighbouring residential properties to the East, South and West. A new residential development with gardens backing onto the boundary with Bomaris Kennels is likely to result in complaints from residents about noise. These complaints would be directed to the District Council and potentially may lead to the business being closed down which is unacceptable.
13. Vehicle pollution would be increased by oil lorry deliveries. Also people shop online more and this will cause extra traffic. Some deliveries are made at night and this will cause light pollution.
14. It would be contrary to the District Council's own policy that higher density development should be located in centres on public transport routes.
15. A development would be an imposition on local residents who choose to live in this part of Hevingham due to the unspoilt, remote and rural character of the area.
16. The two proposed areas have mainly been used in the past as agricultural land (crop growing). Loss of agricultural land in these precarious times could be detrimental to our food security.
17. Buxton Heath is not a main road and there is no gas supply in this part of the village as incorrectly stated in the applicant's proposal.

I object to GNLPS2002 and GNLPSL0010 for the following reasons:-
1. Any development within this area would have a huge environmental impact on the area. There are no shops/pub/school within walking distance contrary to what the applicant has quoted. Every family home now own two or more cars per family and the constant use of The Heath which is NOT a main road would not be able to accommodate any extra traffic. This road has heavy artic lorries going up and down many times every day to gain access to the Wood Yard.
2. You could not expect young children to walk from The Heath to the school down New Road which is constantly extremely muddy and wet from the farmhouse there. When it rains the road is flooded and access even in a car is difficult.
3. The nearest public transport is near The Fox P.H. on the Cromer two miles away and the public houses are the same distance. The nearest doctors is either Horsford or Aylsham. The nearest shop being at Aylsham. Obviously this would create much more traffic down The Heath which is a single traffic lane and no where along this lane can two cars pass without having to pull onto the verges which has caused some residents to erect wooden bollards upon council property next to the lane which in itself causes danger and many problems and may well prompt other residents to do the same. This is a rural lane and is enjoyed by people walking and cycling and further traffic could easily cause accidents.
4. Mains gas is not available and oil deliveries are relied upon for heating. There is no street lighting.
5. None of the residents along The Heath or The Turn are in favour of this development and the fact that the Parish Council had a majority vote in fav our of the development does not reflect the objections of the residents here and our objections have not been fully taken into consideration by the Parish Council.
6. To sum up any development on this land would have a negative impact environmentally on the surrounding area and create chaos on the narrow lane between the cromer road and the holt road and would have a negative affect on the people who are already living here.

We are in objection to this development, as it will cause increased traffic flows through a rural, quiet country single track lane which has numerous passing points throughout it's length. The building plan is set in the rural outskirts of Hevingham and will not add to building the Hevingham village community as the planned houses will be 1 mile from Hevingham outskirts, and therefore it is likely that people will drive rather than walk. Cycling around here is hazardous. To get to the village from The Heath, you either need to drive up to the main road to the A140 (1.5 miles) plus a further 0.5 to enter the village road, or alternatively to use the single track lane which runs past Avenue Farm, which is covered in mud and manure. Not a suitable footway for parents taking young children to the schools, more than a mile away. Finally, the local Doctors facilities at both Aylsham and Horsford are already at capacity. A site should be found next to the main village, as this would provide further justifications for more facilities in the village.

I agree with the comments that others have made about the state of the roads in Hevingham and the danger of increasing the volume of traffic as the roads currently are.
I will be directly affected by loss of privacy and light nuisance and I am very concerned that increased runoff from the site will not only affect the horticultural land which I work with my parents, but also the access to it which we rely on for deliveries.
Although a very rural area, the hamlet is also commercial in that there are many businesses close to the suggested site. Within the immediate vicinity there are timber mills, pig farms, a poultry farm, a caravan site, boarding kennels, farm land and agricultural machinery repair. I feel that housing development on the scale proposed is inappropriate for the size of the existing settlement and a poor match with existing businesses.
