Respondent: MR Marlon Fulcher

Representation Summary:

We need to have a well thought out strategy for increasing retail and employment North of the NDR as this will help provide some relief for the city and problems with access given the huge inflows of traffic into and out of the city on arterial roads every day. This proposal could be part of the solution if all the details prove sensible and sensitive to the requirements of the local area

Representation Summary:

The proposed development would bring traffic chaos to an already congested area, the village of Horsford cannot cope with further large scale development, putting unnecessary pressure on local doctors schools and amenities.

Full text:

The proposed development of this site of 26.23 h/acres for mixed use development will bring traffic chaos to the area there is no direct access to Broadland Northway (NDR) so access would be via New Drayton Lane which is subject to severe traffic delays now, causing tail backs into the village daily. the proposed site is productive arable land and should be retained as such. With housing density approx 20 houses to the h/acre, if only 20 h/acres was used for housing this could mean another 400 homes for Horsford. Further housing on this scale should be resisted at all costs as it will put further strain on the doctors schools and services of the village, Horsford does not need nor can cope with further developments of this size.

The Council objects and feels that the highway infrastructure would be a constraint and any residential development would be disconnected from the main part of the village.

Representation Summary:

The village has seen a huge amount of housing and road development in recent years. The roads are at capacity, and adding more houses to the area, in the absence of additional road infrastructure (which isn't wanted or viable) would be wrong.

Respondent: Mrs Rachel Foley

Agent: Bidwells

Representation Summary:

The site is suitable, available, achievable and viable, and is deliverable within the first five years of the Greater Norwich Local Plan period. There are no constraints that would prevent the site from coming forward for employment-led mixed use development, with potential land for residential uses.
On this basis, the site should be taken forward as an allocation for employment-led mixed use development in the emerging Local Plan. Development on the site would meet all three objectives of sustainable development, and would help to drive economic growth across the district through the delivery of some of the 45,000 additional jobs by 2036.
