The site is very remote from the village settlement and the Parish Council agrees with the comments by the HELLA and their concerns.
The Parish Council understands that information given in the proposal for this site is incorrect. The only previous use there has been on the site was a small thatched carpentry shop (non-residential) at the west end of the Dell and not as quoted 'a detached farmhouse'.

This site is in a Conservation Area, in a beautiful rural setting.
It is on a single track road with intense farm traffic use.
I am surprised that 5 houses can be squeezed into this small site. There are significant mature trees which would have to be removed.
There is no mains sewage/drainage.
The telephone service is already under stress in this area.
I query the "previously detached farmhouse on site" - as far as I understand it was a one storey carpenter's workshop.
This site is in a Conservation Area, in a beautiful rural setting.

Bergh Apton has narrow roads, no footways and a poor bus service. None of the four sites have the main sewer nearby adding to development costs, this additional cost ultimately passes to house purchaser. Fibre broadband accessibility is poor and mobile signal is sporadic. Climate change is a major player in our futures and accordingly should play a major part in planning decisions. Lack of local amenities results in reliance on car travel. Low cost suburban housing close to shops and amenities is more sensible and allows future generations enjoyment of the green open spaces that we ourselves have enjoyed.

Set in an already established Conservation Area this proposed site will put further pressure on wildlife and the environment in general. The site is home to many species of birds, animals and reptiles including Slow Worms. There are mature trees that would need to be felled for any development. The roads hereabouts are very narrow and the roadside banks are continuously being eroded by traffic. There is no main drainage and poor internet speeds. A small wood sawing shed had previously stood here before being totally demolished many many years ago.

Whilst I understand the need for additional housing, this is not suitable:
-Poor single track road with blind bends and large agricultural use
-No mains drainage
-Felling of mature trees. Conservation area
-Not suitable for large modern detached housing or that size and quantity of housing (5).
-Telecoms already at capacity and poor
-No previous housing/dwelling on site

Development would change a Conservation Area's character. Felling of mature trees required to achieve housing density stated. Site is on a narrow single track road with high argicultural traffic levels and nearby blind junction. No mains drainage. Pood telecoms/broadband performance will affect marketabiity
1. This site is in a Conservation Area whose dwellings characteristics - small detached and semi-detached cottages - would be entirely changed by this development.
2. With slopng banks of varying but significant steepness on three sides, this site may be of less "developable" size than that stated.
3. A signifiant number of mature trees within this site would have to be felled to achieve the number of dwellings proposed.
4. There is no evidence of any dwelling that existed here. There was (and there is a photo of) a small estate carpenter's shop at the west end of the clearing - demolished in the late 1950s.
5. The access road (Bussey Bridge) is very narrow single-track with no passing places. It is subject, at all seasons, to signifcant agricultural traffic as well as cars, vans and lorries. There is a point, only a hundred yards east of this site, where Bungay Lane enters Bussey Bridge at a particularly challenging and blind junction used as a "rat-run" by traffic passing between the A146 and Ditchingham/Bungay. The addition of 5 to 10 cars from the proposed development would be a significant additional hazard.
6. There is no mains drainage in this srea.
7. The awesomely-poor broadband speeds of this intensely-rural locale are unliley ever to improve to a standard that would be acceptabe to people who might be the target market for this development.

The Parish Council wish to make some general comments re the additional sites proposed. The site specific comments have already been uploaded.
Bergh Apton was classified as a "Rural Service Village" under the Joint Core Structure and was allocated 2 sites for estate development. BER1 is to the south of Cooke's Road. It is now known as Hawthorn Drive and was completed at the end of 2017. BER2 is to the east of The Street and to the south of Dodgers Lane. Some starts were made, but at present it is dormant.
Bergh Apton is now classified under the GNLP. as an "Other" Village. There is no primary school in Bergh Apton, Alpington School is more than a mile from all the submitted sites, and it can only be reached via narrow country roads, without pavements.
Bergh Apton lacks the appropriate infrastructure to support further estate development. There is a lack of employment opportunities.
We consider that development should be concentrated in Norwich and close to it, thereby taking advantage of it's infrastructure. Recently some very large brownfield sites have become available. Also the Broadland Northway has been completed.
I would be grateful if these comments could be considered in conjunction with the site specific comments.
