Great Plumstead is designate as a Service Village and has already taken an overload of over 30 properties in development at Church Road and Rosebery Road. This strip is classic 'ribbon developmen' expanding beyond the development boundary on a road subject to continual surface water flooding problems. Again removing agricultural land and expamnding housing in a village already growing. Road infrastructure is poor with limited bus transport provision and utility services overloaded with Anglian water already concerned about foul water capacity. The site would only add to these existing problems and concerns. Traffic access onto Hare Road dangerous.

Gt Plumstead may well be classed as a serviced village, but the services leave much to be desired and more houses will only put more strain on the existing village. Gt Plumstead already has it's fair share of approved new housing which is currently being built. We don't need any more.

Despite the fact that this site has now reduced in half compared to the original consultation, my objection is just as strong as it ever was. Gt Plumstead is NOT the serviced village that the report makes you believe it to be. There is still no shop or post office. Other amenities could be considered basic at most. This site is STILL high grade agricultural land and should not be eligible for housing. Furthermore, the report says Gt Plumstead is capable of taking pockets of small developments. There is nothing small about this site and suggested number of houses. New houses are already being built as a result of previous approvals and there are 100s of houses being built at the Little Hospital site which, as the crow flies, is less than a mile away. In light of the fact that there are 1000s of other houses already been granted approval in the vicinity of the NDR and surrounding towns/villages, this site is completely unnecessary.

As outlined above, the site is suitable, available, achievable and viable, and is therefore deliverable and
developable, in line with the NPPF. The decision to pursue a small-scale frontage development in this
location constitutes appropriate, proportionate, thoughtful and well-designed development, in accordance
with the objectives of the Great Plumstead, Little Plumstead, and Thorpe End Garden Village
Neighbourhood Plan (2014-2034).
It has been demonstrated, with technical evidence, that there are no planning constraints on site that
could not be addressed through appropriate mitigation where necessary. Residential development in this
location will offer appropriate and proportionate growth in a sustainable location. The allocation will also
increase opportunities for small housebuilders, in line with the requirements of the revised NPPF, so the
site will be highly deliverable in the short term.

Economically, the site represents the right land in the right place at the right time. The site is relatively
well located in relation to Norwich, which provides a variety of employment opportunities for future
occupants of the site.
Socially, development on the site would provide CIL payments for infrastructure, and these contributions
could be utilised to benefit the local community, in achieving the objectives set out in the Great
Plumstead, Little Plumstead, and Thorpe End Garden Village Neighbourhood Plan (2014-2034).
Environmentally, development on the site will have a minor adverse impact on the environment in the
form of the loss of a small segment of Grade 1 Agricultural Land. However, this is a small proportion of
the original site submitted, and therefore the majority of the site would be retained as Grade 1
Agricultural Land, demonstrating that there will only be a minor impact on the environment.
On this basis, the site should be taken forward as an allocation for residential development in the
emerging Local Plan.

The Parish Council objects to this site as it is contrary to our Service
Village designation, which states developments should be up to 20
dwellings.

Developing this land would also be on Grade 1 Agricultural Land, surely
brownfield sites should be used first?

Great Plumstead in particular has no infrastructure. There are currently
no schools, shops or doctors etc within the Village. The nearest school is
located within Little Plumstead which is at capacity, The nearest dentist
is Blofield, which is already nearing capacity. There is no shop within
the Parish at all, the closest shop is in neighbouring Parishes.

Poor road infrastructure in an area poorly serviced by public transport. There is only one bus which services the area which is not frequent.

It is presumed that the exit/entrance of this site would be located on Hare
Road. This could be dangerous as the road is not very wide and there have
already been accidents on this road.

Drainage/soakaways would need to be investigated on this site as the roads are subject to contact surface water flooding.

Middle Road would equally be unsuitable. This road has increased in
traffic since the opening of the new bridge and the closure of Low Road and
Smee Lane. Middle Road itself is not a wide carriageway and at parts
cannot support two vehicles passing each other.

Drainage/soakaways would need to be investigated on this site as Hare Road
is known for flooding in various parts.
