Site GNLPSL2001 Starston
This site is unconnected to and is not near the existing settlements in Starston.
It is on grade 1 farmland in a rural village that has very few amenities.
The lack of pavements, public transport, primary school, shops, GP all make a settlement here unsustainable.
Successive housing needs surveys for Starston (the most recent by Saffron housing nine years ago) have constantly shown there is no local need for additional housing in the village.
Starston has seen twenty three new homes created in the last twenty five years or so. These have been created from converting redundant farm buildings and business units. At least eight of these are rental properties. A one bedroom barn became available to rent in September 2018 for £550 pcm.
It is my opinion there remains many more opportunities in the village to make use of redundant buildings before it becomes necessary to build on farm land.

The majority of attendees at the Neighbourhood Plan first public consultation event on the 17th November 2018 support a small amount of new housing development in Starston. This view is in line with the published Starston Parish Plan 2008.

1. Starston is a settlement without facilities
a) Three buses a day
b)single track roads
c) virtually no pavements
d) no shops
e) no schools
f) no doctors surgery
g) no mains drainage or gas supply

2. Since I have lived here two housing surveys have been taken and no need for local housing was found.

3. The national average for those over 65 years of age is 17.9%. In starston it is 27% in starston these 0-15 year olds in 20%. It is a location which appeals to older people.

4. Over the years conversion of a considerable number of redundant structures has taken place and there are still others that may well become available. These for the most part blend more with the character of the village.

5. The site is a) farmland
and b) no where near I) the church
ii) the village hall
iii) the bus stop

6a) what kind of dwellings are being suggested?
b) how many?
c) Could be commercial?
d) just a financial asset?
e) A dangerous precedent?

7. The villagers of Starston are very happy that we offer a place close to Harleston where people can walk, jog, cycle and enjoy recreational activity.

8. The silent majority residents, I believe respect
a) the assessment 'other villages'
b) the regulations that we have
c) rely on these regulations being upheld rather than having confrontation with neighbours.
