Respondent is objecting the sites classification as unreasonable in the draft GNLP.
The attached report demonstrates, in line with both national and local planning considerations, that
our client’s site is available, achievable and suitable for inclusion within the GNLP HELAA capacity
assessment and as an inclusion within the new development boundary of Harleston within the context
of the Greater Norwich Local Plan, SNC’s emerging Local Plan and village clusters housing document.
This would allow for Harleston to grow proportionately in the future, in line with Government policy.
We would reiterate that there are no fundamental constraints or impacts that cannot be mitigated
through the subsequent application and development process. Durrants consider that the site would
make a valuable contribution to meeting housing needs and thus assisting the Council’s vision for
further sustainable growth in the local plan period to 2038 and beyond. It is recognised that this site
is not one of the two preferred options for Harleston but could provide possibly in a phased way
additional capacity that could be brought forward in an effective way. We would therefore welcome
your support for the inclusion of the above site in the emerging Local Plan.
The proposal is to develop the entire site for residential purposes. At a rate of 25 units per hectare the land could sustain around 150 houses. The owners of the land have control over the Needham Road frontage and we envisage one or two accesses here depending on unit numbers and Norfolk County Council direction.

We have been working on submissions through the Reg 18 process under the GNLP. We wish South Norfolk to know however that considerable work has been undertaken in relation to the existing above allocation for 95 houses and to include a pre-application enquiry, infiltration testing, surface water potential scheme design and investigation of utilities with particular reference to foul drainage. The private land owners and the Seymour Charity are working in collaboration and wish to reiterate their joint intention to bring this land to market in the near future. Our clients would be happy to answer any questions in relation to this project.

Initially services feasibility investigations were made but more recently investigations with a partner of South Norfolk, Blue Sky Developments, have been undertaken as to how the site can be brought forward in access and services terms these being crucial in releasing the land for development.
