Representation Summary:

It is considered that land north of South Walsham Road (GNLP0384) is sustainable and deliverable as defined by the NPPF, and a suitable location for residential development. The site, within the ownership of the Diocese of Norwich, represents an attractive option for housing growth within the District.
Whilst our client supports the GNLP growth strategy, our client believes there would be significant benefits in bringing forward further allocations in the town of Acle.

Please find attached representations in response to the current Greater Norwich Local Plan Regulation18 consultation, submitted on behalf of our client, Diocese of Norwich.
Representations have made with respect to the following sites:
• GNLP0384 – Land North of South Walsham Road, Acle
• GNLP0388 – Lane east of St John’s Close, Coltishall
• GNLP0391 – Land at Framingham Earl
• GNLP0393 – Land west of Newton Road, Hainford
• GNLP0394 – Land west of New Road, Hethersett
• GNLP0395 – Land west of Attleborough Road, Hingham
With respect to GNLP0388 ‘Lane east of St John’s Close, Coltishall’, our client has instructed Royal HaskoningDHV to undertake a review of the site’s access opportunities and prepare a Highways Technical Note to inform the site’s promotion for residential development. This technical note is in underway at present and will be provided to the Greater Norwich Local Plan Team as soon as possible upon completion.

NPPF, and a suitable location for residential development. The site, within the ownership of the Diocese of
Norwich and Mr P Playford, represents an attractive option for housing growth within the District.
Our client has concerns regarding the draft allocation GNLP2019 and carried for allocation COL2, and would
therefore suggest that ‘GNLP0388’ land east of St John’s Close represents a more realistic and attractive option
for development in Coltishall over the plan period, whether it comes forward in full or in part.

It is considered that GNLP0394 alongside GNLP0480 and GNLP0481 is sustainable and deliverable as defined by the NPPF, and a suitable location for residential development. GNLP0394, within the ownership of the Diocese of Norwich, alongside the third party sites GNLP0480 and GNLP0481 represent an attractive option for housing growth within the District.
Whilst our client supports Hethersett’s primary allocation ‘Policy HET1’, our client believes there would be significant benefits in bringing forward a smaller scale allocation in helping to ensure a timely delivery within the first five years of the plan, highlighting that whilst larger strategic allocations such as Policy HET1 provide an important role in meeting housing targets, the scale and infrastructure requirements of such proposals are often prohibitive to a timely delivery.

It is considered that the land adjoining land west of Attleborough (GNLP0395) is sustainable and deliverable as defined by the NPPF, and a suitable location for residential development. The site, within the ownership of the Diocese of Norwich, represents an attractive option for housing growth within the District.
Our client has concerns regarding the draft allocation GNLP0503 on grounds of highway infrastructure and delivery, and would therefore suggest that ‘GNLP0395’ land west of Attleborough Road represents a more
realistic and attractive option for development in Hingham over the plan period, whether it comes forward in full or in part.
Lastly, whilst our client supports the GNLP growth strategy, our client believes there would be significant benefits in bringing forward larger allocations in the town of Hingham.
