Development of the R14/15 site should include direct access to the open space amenity of Kett’s Heights which is directly adjacent to the east of the site. This open space area is owned by the City Council and actively managed by a community volunteer group 'Friends of Kett's Heights'. At the moment the site has only one access point on Kett's Hill and there is a strong feeling in the community that a second entrance would increase the use of the site. If such an entrance were to be made from a new housing development in R14/R15 then is would almost certainly need to be stepped because of the steepness of the terrain.
