Representation Summary:

National Highways’ welcomes the opportunity to provide comments on Greater Norwich Local Plan Gypsy and Traveller Sites Focused Consultation. We recognise that this document sets out the requirement for Gypsy and Traveller accommodation needs through site allocations in the plan in accordance with paragraph 68 of the National Planning Policy Framework.
National Highways’ operates and manages England’s Strategic Road Network (SRN). Within the Greater Norwich area this includes the A47 which will be the focus of our comments. The evidence base identifies the need for 53 residential pitches to be provided over the plan period in the Greater Norwich area. The document identifies 10 favoured sites, providing 62 pitches, along with a reasonable alternative site which could provide 10 pitches. Whilst National Highways’ does not object to the overall principle of delivering of additional residential pitches, National Highways object to the inclusion of the following site allocation.
Policy GNLP5014 – Land off A47 North Burlingham Junction
It is noted that the document identifies a 2.48ha parcel of land available to be allocated for approximately 15 residential Gypsy and Traveller pitches. The site is located adjacent to the A47 within immediate proximity to the A47 Blofield to North Burlingham Major Development scheme. The Development Consent Order was granted in June 2022. Through the DCO, this parcel of land has been identified as required for the development and will be acquired through the order and will be in the ownership of
National Highways. As a result, we object to the inclusion of the site as an allocation as the site will not be available for the proposed development.
I have attached a plan to this submission identifying the area of land which will become owned by National Highways. Please find a snapshot below for ease of reference. The pink land identifies the land which become owned by National Highways. Through the DCO, the area of land will require some trees to remain and a proportion of the draft allocated land to be part of the environmental mitigation and an attenuation pond. It is therefore National Highway’s view that the land in question would not be available, nor capable of providing the requisite number of pitches, identified within this document.
