I think that the site appraisal said it itself. This is a big development, yet not big enough to provide additional infrastructure. The school the roads and the local services are already at capacity.
A development of this scale needs more thought. It would need to consider service provision, employment opportunities, improved road access to other areas of the village, and to take a generally more rounded view of the opportunities and risks of development. The provision of a scout hut hardly makes the grade on its own.
