I am a Parish Councillor and it is clear Hellesdon does not have enough green spaces but plenty of dwellings. The infrastructure cannot sustain more dwellings plus the extra pollution the owners vehicles will generate need to be considered. The Green space will add to the governments requirement for 'The Green Grid' and for the benefit of the community. More dwellings will not benefit the community.

Proposal GNLP 1021 puts forward a good case for the development of this site for recreational use for those living on the eastern side of the Parish. Such an accessible space is desperately needed for residents who have limited alternative available options. This plan would provide facilities for all ages and all levels of ability. Our health and well-being, physically and mentally, within the natural order, is vital for our future benefit.
As Jarrold's celebrate 250 years in the City, their legacy would be diminished if they allowed long-term good for local residents to be out-weighed by short-term monetary gain.

Hellesdon will in the next eight years see a significant growth in house building, with 1000 new homes already commenced on the former golf course. There are further plans for additional new housing build our on the Hellesdon Hospital site.
The developer of the golf course site has only agreed 50% of what is required in terms of formal recreational land, leaving a shortfall allocation of at least 2 hectares. it is imperative that this site is allocated for green open space and recreational provision as the parish is well under its quota per head of population by 50%

The area is already surrounded by housing, borders an industrial estate and is also near the airport, all these, contribute to the air pollution of the area, with out more cars. It would be good to have an open space for people without having to cross busy roads, especially children.

Based on clear support from the local community, and robust evidence demonstrating an undersupply of formal and informal open space in the parish, Hellesdon Parish Council hereby submit an additional representation (attached) in response to the GNLP Reg 1 8 consultation process. It is considered that this additional submission, which was made following further discussions with planners at the GNLP, addresses the matters identified in the site assessment of the Parish's original submission for this land.

In summary, this additional information adds further weight to the Parish's request to have this site allocated for community leisure and recreation use.

This area should be opened up for the residents of Hellesdon, by the Parish council seeking to purchase the land and opening it up for the residents of Hellesdon to enjoy a green open space with various activities, without having to cross the A140 road. Hellesdon demands better than more housing rather than open green space. please don't forget the impact on schools, dentists, doctors etc, which are at capacity now. Comment supports proposal being reasonable
I am totally opposed to this being put forward as a reserve site for planning. This has to be in my view reclassified as open recreational space. Hellesdon is desperately short of open space only having approximately 12 acres when according to national guidelines we should have at least 56 acres. Also Hellesdon is already having more than its fair share of new housing with up to 1000 new homes being built on the old Norwich golf course and almost certainly at some time in the future a probable 200 new homes on the Hellesdon Hospital site. This proposal also does no favours to Hellesdon Parish Council (HPC)who are desperate to buy the Jarrolds site for the benefit of the residents of Hellesdon but have been rebuffed by Jarrolds who have made it clear they won't even consider selling the site for recreational purposes while they believe they can sell it as a development site. So while Jarrolds believe they have a sniff of a chance of doing this they will continue to flatly refuse to consider selling it at a reasonable price to HPC. By reclassifying this as open space removes this option completely from Jarrolds Additionally in HPC's Neighbourhood Plan the policy regarding the Jarrolds site is it becomes open space. The NPPF, Paragraph 14, states "In situations where the presumption (at Paragraph 11d) applies to applications involving the provision of housing, the adverse impact of allowing development that conflicts with the neighbourhood plan is likely to significantly and demonstrably outweigh the benefits". I would strongly argue building on this land would significantly and demonstrably out weigh the benefits as it robs the residents of Hellesdon of much needed open space of which there is a significant shortfall.

A note on residential development, should this be approved clearly access should be via Fifers Lane, phased traffic lights (IE. rush hour) & road markings to prevent access being blocked should suffice. The completion of the NDR-A47 should reduce traffic pressure in Fifers Lane.
