Respondent: Great and Little Plumstead Parish Council

Representation Summary:

The Parish Council objects to this site. Any exit for cars are onto two busy roads, accidents would become frequent. The community was against this site.

The below objections have already been submitted in relation to this site:

The Parish Council would like a cap on the number of houses if this application does get approved but we are still objecting to the density of the houses which isn't inline with our Neighbourhood Plan. It is not the case that the Parish Council are more concerned with a cap, rather than its something else we asked for, especially as the applicant will not be the developer.

Open spaces are a major concern for the Parish Council, we have seen various developments were there is not sufficient amenity land. We do not believe that this application should be approved and then they sort out the amenity land. This should be confirmed before any approval is given, as with other developments once approval seems to be given they then seek to change the layout etc. If as they say the it was a presentational issue then the plans need to be clearer, the Parish Council needs to know what is amenity land in the application. In relation to the allotment point, this will require parking and a road at present no consideration is given to these points.

The Parish Council would like to know what assessment has been done which confirms an exit/entrance of 84 houses onto Salhouse Road will be safe? We have our own SAM2 which was up for approximately 3 weeks and I have attached a copy of the data. You will note that a high level of vehicles use this road and we can only assume this will worsen as other developments which are already going ahead in the surrounding villages start being occupied. The current residences of Little Plumstead already note exiting or entering onto Salhouse Road as a dangerous activity.

At the public consultation which was held it was reported back to the Parish Council that all attendees were against this development. As you will note from the feedback submitted there were various points of concern which were raised. This development is not supported at all by the community and that needs to be taken into account.

The Plumsteads are seen as "service villages" within the Norwich Policy Area and Joint Core Strategy. his is defined as suitable for small housing developments (10 to 20 dwellings) subject to form and character considerations. Within the development there also seems little acknowledgement of the need for starter and retirement homes or any self build provision to balance the housing mix required in the area.

Respondent: Great and Little Plumstead Parish Council

Representation Summary:

The Parish Council objects to this site allocation. The Parish does not have the infrastructure to support this number of houses. The location of the site makes it dangerous for vehicles exiting as previously stated.

Full text:

As with site GNLP0483 this site would exit onto two main and busy roads. Traffic is already an issue and this would only make the problem worse.

This allocation goes against the "Service Village" designation which Little Plumstead has. This allocation states that developments should not exceed 20 dwellings.

Using this land for development is taking it from agricultural land.

This area of Little Plumstead has a lack of infrastructure at present. The Primary School is located at the other end of the village and is already at capacity. There is no doctors located within the Parish, the nearest in in Thorpe St Andrew/Blofield.

Respondent: Great and Little Plumstead Parish Council

Representation Summary:

The Parish Council objects to this site allocation. The Village cannot support such a large development with next to no infrastructure in place. There is currently no shop or doctors and the school is already at capacity with no plans for a new one to built.

A development of this site is contrary to the "Service Village" designation which Little Plumstead has, where developments should not exceed 20 dwellings.

The Parish does not have the infrastructure to support this large proposed development. There are no doctors within the parish or shops. The Primary school is currently at capacity and within the already ongoing developments will stay at capacity.

The exit and entrance to this site will presumably be through Emma's Way which is an established residential area. The exit onto Salhouse Road is already noted as being a dangerous exit so would not support the traffic which would be caused by this development.

By developing this site it will be taking good agricultural land.

The exit and entrance onto this site would either be through Salhouse Road or Blofield Corner Road, neither of which are suitable. Salhouse Road becomes the national speed limit just before the start of this development which makes it highly unsuitable for any kind of entrance or exit. Blofield Corner Road is simply a country road and is not designed to take such a large volume of traffic.

By developing this site it will be taking Grade 1 agricultural land.

Respondent: Great and Little Plumstead Parish Council

Representation Summary:

The Parish Council objects to this site allocation. Great Plumstead has no infrastructure and there is no current plan for one. We object of use of Grade 1/2 agricultural land for development and believe that brownfield land should be used first. The exit and entrance for this site is not a suitable road.

Full text:

The Parish Council objects to this site as it is contrary to our Service Village designation, which states developments should be up to 20 dwellings.

Developing this land would also be on Grade 1 Agricultural Land, surely brownfield sites should be used first?

Great Plumstead in particular has no infrastructure. There are currently no schools, shops or doctors etc within the Village. The nearest school is located within Little Plumstead which is at capacity, The nearest dentist is Blofield, which is already nearing capacity. There is no shop within the Parish at all, the closest shop is in neighbouring Parishes.

It is presumed that the exit/entrance of this site would be located on Hare Road. This could be dangerous as the road is not very wide and there have already been accidents on this road.

Drainage/soakaways would need to be investigated on this site as Hare Road is known for flooding in various parts.

This road has increased in traffic since the opening of the new bridge and the closure of Low Road and Smee Lane. Middle Road itself is not a wide carriageway and at parts cannot support two vehicles passing each other.

Drainage/soakaways would need to be investigated on this site as Hare Road
is known for flooding in various parts.

The Parish Council objects to this site allocation as it does not comply with Policy 1 of the Great and Little Plumstead Parish Council Neighbourhood Plan. Respondent: Great and Little Plumstead Parish Council

Representation Summary:

The Parish Council objects to this site allocation. In particular the mention of "links" to Little Plumstead, where there is no infrastructure to support such a link to a major development. The road access to Little Plumstead is not suitable for a high volume of traffic. The allocation also does not comply with Policy 1 of our Neighbourhood Plan.

Full text:

The Parish Council strongly objects to this site allocation. The Parish does not have the infrastructure to support such a neighbouring development. The Parish holds no shops, doctors etc. There is only one primary school which is already at capacity. This site allocation is within the parish of Witton which is completely cut off from Postwick by the NDR/A47. The "links" to Little Plumstead would solely be for through traffic as we have no infrastructure to speak of.

The current road which links this site to Little Plumstead is a true country lane and is not designed to take the kind of traffic which this kind of development would produce. Together with this where this road joins Hospital Road/Salhouse Road is a very sharp bend and literally on the boundary of the national speed limit, which makes it a very dangerous exit/extrance.

The site allocation does not comply with Policy 1 of our Neighbourhood Plan which states "New development will respect and retain the intergrity of Great Plumstead, Little Plumstead and Thorpe End Garden Village as distinct settlements, protecting their character as individual villages..."
