Outside the settlement boundary. The village is defined as a service village in the Joint Core Strategy. Development goes against policies 1 & 2 of theSE and policies GC4 and EN4 of the DMDPD which seem to ensure that new development protects environmental assets. Due to the closure of Broad Lane all residents would use facilities in Rackheath rather than the Plumsteads and as a parish Rackheath has a large amount of development and this application does not bring any services or amenities for the residents.
