Being close to the fen, this site is at risk from flooding or at least being affected by the high water table. The National Planning Policy Framework specifically advises councils to avoid building on flood risk areas. Also the existing traffic problems along Rectory Road would increase if the development went ahead. Sites to the south of Dickleburgh have no risk of flooding.
