Newgate is a private narrow unadopted road which is unsuitable for supporting residential development of such scale .Development of the site would spoil an attractive vista of the edge of the river valley . The village school has reached capacity and would be unable to cope with new pupils above and beyond the existing population . There are better sites adjoining larger South Norfolk settlements which are able to cope with housing allocation needs .
