The proposed development of 12 dwellings off Dereham Road in Honingham is unacceptable on the following grounds:
- would be precursor to further development on land behind
- would adversely affect rural nature of village and heritage assets
- there is limited infrastructure
- there are few job opportunities, would encourage commuting into Norwich
- drainage in area is already under stress, flooding on Dereham Road is a significant issue
