The notion of an integrated three council plan is clearly logical. Unfortunately the contents of the plan does imply a bias in favour of developers and pay little if any attention to residents, place and, critically, the environment and no attempt to consider seriously the carbon footprint of the plan. The focus is on housing provision rather than overall planning of a sub region. The housing targets are significantly in excess of that which is required and contains reference (at page37) of two additional contingency locations.

It is very hard to provide an effective commentary for this documents. The whole draft plan is in fact not a plan, it lacks any clear strategy, it reads as an aspirational 'wish list' rather than a statement of emerging priorities and supporting funding streams.

Question 9: Do you support, object, or have any comments relating to the approach to Housing set out in the Delivery Statement?

The statements contained in these sections are both relevant and compelling. However, the approach to housing is inconsistent with those statements, for example the use of old statistics on housing need, the overshoot of planned numbers of houses, the developing reliance on 'other villages' to provide housing growth without any clear statement as to the provision of infrastructure to support this growth. The contents of the climate change statement is worthy enough but lack both coherence and targets eg: 'increase sustainable transport use and transport solutions' - worthy stuff but in the GNLP support section it states 'support' not initiate.

The extensive section on transport seems to see more or wider roads as the answer to infrastructure problems. The experience of road building is to increase traffic rather than reduce congestion.

As indicated in our earlier representations, the proposals relating to climate change are partial and lack any serious attempt to drive change on environmental issues. Many of the statements and proposed actions within the wider plan are contradictory.

Within the draft plan the concept of 'village clusters' is not explained and the reader is left to assume that this concept has some planning precedent. The terms do not appear in the Joint Core Strategy (adopted in 2011) and, judging by the withdrawal of South Norfolk from the village clustering part of the plan, the concept arrived 'oven ready' at a very late stage in the GNLP process. Our view is that this approach has rendered the GNLP growth strategy seriously flawed.

The housing numbers suggested are excessive. There is also a case (made out in the CPRE representation) for a scheduling of site allocation over the period of the plan since the oversupply suggested in the draft will result in developers merely cherry-picking the most financially attractive sites.

In principle this section makes sense. However, the is a heavy reliance on the requirements for statements by developers at the time of submitting a planning application. There is no statements regarding a macro approach to community planning or strong community involvement in planning prior to the submission of plans. It would make sense to engage communities at a much earlier stage in the approach suggested. We also wish to record our support for the coments made on this question by CPRE
