In the CPRE submission they refer to concerns relating to how bio-diversity will be assessed evaluated and measured - whilst we broadly support the approach set out in this draft we remain concerned about how the balance between the environment and development will be assessed and who will evaluate that process.

The Saving Swainsthorpe Campaign fully supports investment to improve railway infrastructure (para. 206). There appears to be confusion within a number of proposals such as the expansion of Norwich Airport versus commitment to lowering carbon emissions. Public transport, particularly for rural areas would contribute significantly to the quality of life within these village, this becomes more urgent with the proposed expansion of houses proposed in the plan. The protection of 'corridors of movement' should restrict additional development, particularly employment / industrial development.

There is an assumption within the draft that there will be a significant need to use green field sites for future employment land - whilst this may in some cases be justified it should be kept to a minimum. Once land has been designated for employment applications for development of non employment land for employment purposes should be strictly resisted. The JCS designated land is still available and in the case of South Norfolk, significantly underutilised.

The concept of 'village clusters' has the virtue of being novel but the plan seems to assume that it is an accepted concept and has some legitimacy. One this basis it is proposed that additional housing development (very attractive to developers) is permitted without any concomitant infrastructure to support such development. The use of primary school catchment areas as a proxy for sustainability is neither explained or justified and in our view represents a crude measure for planning. The production by SNDC of a separate (possibly unconnected) plan typifies the disjointed approach indicative of this draft plan

As mentioned earlier in our responses, the apparently differing target terminology as between South Norfolk and Broadland is very worrying.

We believe that the notion of 'windfall' housing development is a slippery concept and to avoid some of the pitfalls of 'definitional slippage' should be only permitted within existing settlement boundaries and that any development should form part of the delivery of overall housing targets and not as the plan implies providing addition and potentially unlimited development.
