I am concerned about the conservation area and the impact this development may have on the this.It is very close to the entrance to this site. I would ask that any buildings developed should sympathetically reflect the Area surrounding. Especially as the view of church street and the area is a symbol of the village. I would also request that an area of land be set aside for a childrens play area. Presently the Park for the village is on rented land, no money will be spent by the council to bring in new equipment representing all ages of children.

The addition of these houses to the village would be an irresponsible use of the land. The junction off of the A140 is already a prime accident site which will only be made worse with increased traffic flow.
The doctors surgery is already struggling, with a wait of 3 weeks just for an emergency appointment. The sister surgeries are also under stress due to their expanding villages so the extra people from this development will be subject to substandard medical attention.
The school will also become strained with an influx of new children.

The infrastructure for the village cannot sustain more houses, especially on that field. People already struggle to get a doctors appointment in any of the 3 surgeries they cover in less than 3 weeks. The extra traffic will make exiting the village into the A140 worse. Water already floods the roads when we have rain and building on the fields will just cause this to increase.

This site is one which will eventually lead to further development. This is just an opening. The village does not have adequate infrastructure at present to deal with current housing. The surgery is just about coping with demand, observe the full car park. The local shop is not the biggest. The mains drainage can also just about cope.

The Council feel that further development in the parish should be confined to “infill” within the current local plan boundary. They have no doubt that if the proposal to allocate GNLP0125 for residential development went ahead the planning authority would come under extreme pressure to increase this further in to that landholding putting even more stress on local facilities and infrastructure. The land west of West Lane provides a green buffer zone to the various areas adjacent to the A140, Church Street and the NDR which are allocated for commercial activity.

Horsham & Newton St.Faith Parish Council have examined the draft plan in detail and this is their considered response.

The Council is opposed to the development ref.GNLP0125 on land west of West Lane. Whilst I have no wish to see development in this village, I accept that some is necessary. I would prefer in fill over small areas than a new estate as cosmetically this is more appealing. MY comment regarding this proposed site is that it is bordering a conservation area and should be built to reflect and blend with the village around Church Street where the visitor first sees our beautiful village.

There is on Church Street , just opposite the Church & a few footsteps from the proposed site, a Grade (2) listed building , which needs protecting for the future. The road now is approx. 6 foot from the front door & front window , the through traffic is constant now so will undoubtedly only get worse.
The church is also a listed building .

We also have limited availability for a medical Doctor appointment .

Preferred Site GNLP0125 – Land to the west of West Lane

My client wishes to raise concerns about Policy GNLP0125 – Land to the west of West Lane, Horsham St Faith which is proposed as the only new allocation within Horsham and Newton St Faiths. This is principally as a result of the allocation HNF1 Land to the east of Manor Road, Newton St Faith having full planning permission for 69 dwellings. Work on implementing developing this site has just commenced and it is apparent that this site will be developed early on in the plan period. In effect this means that only 25-30 additional dwellings will be allocated in Horsham and Newton St Faith up to 2035.

Therefore, at the current time the emerging local plan is only proposing one modest allocation, which fails to recognise the demand for housing in this part of the GNDP area, which is due to the completion of the northern distributor road increasing accessibility to Norwich.

In reviewing the documentation associated with the assessment of this site there are concerns as to the robustness of the assessment, especially as there are other clearly less constrained options which have been put forward which more closely relate to existing development.

In reviewing this proposed allocation against the rejected sites, in particular that at GNLP1054, there are questions as how this allocation fits in with the existing pattern of development and its compatibility with adjoining land uses. The site has limited screening on its southern boundary and if development is provided in this location the landscaping will take a significant time to become established. This emphasises the constraints associated with trying to retrofit a small site within an area, which was originally proposed for 400 dwellings, including highways improvements, public open space and community facilities. The site covers 14.85 hectares and the proposed allocation seeks to reduce this to only 1.44 hectares for 20-30 dwellings. This reduction in size will not allow the site to properly screened. It is also clear that the proposal is not expected to provide any community benefits over and above those which will be sought by the CIL regulations. Also, there will be no bio-diversity benefits arising from this site.

The allocation of this site will also undoubtedly lead to future proposals to increase the site, resulting in development proceeding in a piecemeal rather than a coordinated manner. The impact of development in this location being exacerbated by the lack of existing screening. This compares with other sites which have defined and defensible boundaries.

The site is also located immediately to the south of an the Abbey Farm Commercial Park and the potential noise impacts associated with this site need to be addressed to ensure that there is no conflict with paragraph 180 of the NPPF, which advises that “Planning policies and decisions should also ensure that new development is appropriate for its location taking into account the likely effects (including cumulative effects) of pollution on health, living conditions and the natural environment, as well as the potential sensitivity of the site or the wider area to impacts that could arise from the development”. Further information is required to address this issue and answer the question regarding the compatibility of residential development with neighbouring uses.

The site frontage and West Lane are demarcated by a significant tree belt and it is apparent that a considerable number of these will need to be removed to facilitate both access and to create the requisite visibility splays. This issue needs to be considered in more detail in terms of the impacts on the landscape and bio-diversity.

The basis of identifying this site for allocation appears flawed when the site is considered against the HELAA, as there are clearly significant constraints associated with the development of the site. There are also questions as to whether the small scale of development will be viable and besides affordable housing there will be no benefits arising from the site. The site is also a considerable distance from the Primary School and the community buildings when compared with other sites within both Newton and Horsham St Faiths. No works are sought to improve pedestrian access to this facility.

In view of the above it is considered that that the identification of this site as a preferred option should be rejected and consideration given to other sites which clearly have less constraints. If not a detailed assessment of the site should be made, based upon the significantly reduced area. This assessment should also look to demonstrate how the impact of the development is to be properly mitigated, particularly in relation to the wider landscape setting. At the same time other sites should be reassessed to confirm whether a smaller site area would render them more suitable for development. At the present time this aspect of the plan is considered to be unsound and the evidence available does not justify the identification of this site as the preferred option.

Particular notice should be made to the other sites in Horsham and Newton especially GNLP1054.

This site lies to the east of the Horsham St Faith Conservation Area and its associated listed buildings including the Grade I listed Church of the Blessed Virgin and St Andrew as well as St Faith Priory which is a scheduled monument. Any development of the site has the potential to impact upon the setting of these heritage assets.
This is a sensitive site in terms of the potential impact upon these multiple heritage assets, some of which are highly graded. We therefore have some concerns about the allocation of this site.
We suggest that a more detailed Heritage Impact Assessment be undertaken to assess the impact of the proposed development upon the significance of these heritage assets, to establish the suitability or otherwise of the site and to establish appropriate mitigation and enhancement should the site be found suitable. If the site is found suitable, the findings of the HIA should then inform the policy wording.
We do however note and welcome the reference to the church in the policy and the Conservation Area and listed buildings in the supporting text.

Suggested Change:

We are a small country town, with very basic amenities. The road is too busy already, we need speed bumps as it is. We have a lot of kids in the village and elderly people crossing the road & visiting the church and the speed the cars travel around the village is dangerous.

You are already building a lot of housing in Newton St Faiths ( against everyone's wishes ), how do you expect our little village school & doctors to cope? We have the most ridiculous bus timetable and traffic going into Norwich at rush hour is bad enough, the Cromer Road can't cope with too much more traffic.

We chose to live in the countryside when we bought our house and find it very depressing that you are smashing up our beautiful countryside to accommodate more housing. This is a conservation area and so you should be protecting our countryside and wildlife, not destroying it.

3.37 The cluster of Horsham and Newton St Faith is a sustainable location for growth, benefitting from a range of services and amenities, including a primary school, village hall, local shop and public transport provision.

3.38 As has been demonstrated, the site is suitable, available, achievable and viable, and is deliverable within the first five years of the plan period. As previously recognised, there are no constraints which would affect the suitability of the site for residential development. In addition, this Representation has demonstrated the suitability of the site to accommodate all of the growth allocated to the cluster of Horsham and Newton St Faith (i.e. 50 dwellings), if required, and is capable of meeting the requirements of Policy GNLP0125 . This is particularly relevant given that no alternative sites are identified in Horsham and Newton St Faith as being suitable for development. Accordingly, the foregoing text demonstrates that this specific site is a suitable location for further development, and Abel Homes supports the GNLP’s proposals to allocate the site under Policy GNLP0125 for residential development.
